- Federal fugitive and former Counter Terrorist Unit Agent Jack Bauer is found and captured by agents at a CIA facility in London as anti-drone demonstrators amass outside the American embassy where President of the United States James Heller is residing. CIA Agent Kate Morgan is being forced to resign because of her husband's incarceration. When she learns that Jack is breaking into the CIA to acquire access to former CTU Data Analyst turned hacktivist Chloe O'Brian, she manages to get herself reinstated. In the absence of Kate, Jack frees Chloe from questioning with the aid of his friend Belcheck, a former enforcer for the Serbian Mob. Jack pursues Chloe to Open Cell, a syndicate that excels in releasing official documents, despite his continued mistrust of her. He reveals that he is searching for Derrick Yates, a former member of the Open Cell who took part in an attempt to assassinate James Heller. When he instructs an unmanned aerial vehicle to fire on American and British soldiers, the attempt is shown to have involved drones. Chris Tanner, the pilot, is wrongfully arrested on suspicion of murder. Jack and Chloe find out that Margot Al-Harazi, a renowned terrorist seeking revenge for the murder of her husband, has grabbed Yates' gadget. After failing in their effort to kidnap her daughter Simone, Jack breaks into the American embassy to investigate Tanner's flight key and establish the gravity of the situation. Jack tries to transmit the material to Adrian Cross, the commander of Open Cell, while imprisoned in a room with three prisoners. Before the transmission is complete, Marines break in, but Kate Morgan is able to place him in CIA custody instead. Chief of Staff Mark Boudreau worries that Bauer is a terrorist in the President's chambers and crafts an extradition deal to deport him to Russia. Heller forges the President's signature and promises to shield his wife Audrey Raines from any additional suffering due to Bauer because he believes that Heller's judgment has been affected by dementia. When Margot Al-Harazi broadcasts a video urging Heller to turn himself in or risk assaults on London from six American drones, Jack is finally proven correct. Margot kills Navid when he attempts to thwart the attacks with Simone's spouse Simone. She dispatches Simone to intimidate Navid's family while she leaves her son Ian in charge of the drones. Heller gives Bauer clearance to go undercover with a weapons dealer known to work with Al-Harazi after a missile kills several CIA Agents. They can monitor Simone using transaction records, and they can see that she was smashed by a car while pursuing Navid's niece. Margot deploys a drone to bomb the hospital where Simone is being questioned after learning about it. Simone helps Jack and Kate escape, and they persuade her to give Margot's last known whereabouts. The intelligence uncovered during the ensuing assault allows Chloe to access the drone's camera. In the meantime, Kate's husband Adam Morgan may not have been guilty after all, according to evidence found by CIA Agent and analyst Jordan Reed. Steve Navarro, a CIA Agent and Station Chief, arranges for him to be assassinated in order to hide his own role in disclosing secrets to China and implicating Morgan. Agent Reed and the hitman are killed as a result of the assassination not going as intended. Heller chooses to surrender himself in and stop the deaths of civilians as Margot's deadline draws near, but not before pardoning Jack for his crimes. When Chloe comes up with a scheme to loop the video stream, Jack persuades his pal to turn back. Margot's drone is waiting at Wembley Stadium. Margot and Ian fire on the stadium, believing Heller is still inside, before taking down five of the six renegade drones. After finding that Heller is still alive, Margot and Ian attempt to use the remaining drone to assault Waterloo station. Before it can happen, Jack arrives with a CIA unit and murders both of them. Jack returns Yates' device to the CIA so that it can be investigated. When he gets there, he finds out that Jordan's body has been discovered, and he recognizes the assassin who killed Navarro in the second body. Navarro flees with the gadget and gives it to Adrian Cross before Jack can catch him. Chloe is taken to an Open Cell chapter by Adrian, who explains to her that secret transactions with China are necessary to fund their work. They discover that Cheng Zhi, who intends to reprogramme the override to spark a conflict between the United States and China, has killed all of their coworkers. Cheng murders Adrian, abducts Chloe, and fakes a launch directive for a torpedo that sinks a Chinese aircraft carrier. Anatol Stolnavich, a Russian agent, speaks with Mark Boudreau about the order for rendition. Stolnavich threatens to reveal the signature's forgery if Boudreau tries to retract it. In exchange for cooperation, Boudreau grants him access to a frequency that Bauer uses. As a result, Cheng has time to flee when Jack is ambushed by Russians while attempting to collect the override. Bauer approaches Boudreau and warns him that Russia will gain if the United States and China go to war after learning that his encrypted frequency was supplied to the Russians from within the White House. Boudreau is promptly taken into custody by Heller, but he is released before Jack can use him in the assault on the Russian diplomatic compound. He diverts Stolnavich long enough for Jack and Kate to break in, but during the resulting conflict, Stolnavich loses his life. Audrey talks with a contact who is the daughter of a senior Chinese official in an effort to persuade her that Cheng, not the American government, was responsible for the naval assaults. Cheng deploys a sniper to assassinate Audrey's Secret Service agents despite the fact that he is powerless to stop Chloe from leaving. He gets in touch with Bauer and warns her that Audrey will perish unless he can leave England safely. Jack learns Cheng's escape strategy from the documents at Stolnavich's facility and dispatches Kate to save Audrey covertly. In addition to setting up satellite surveillance of the vessel that Cheng has boarded, Chloe makes contact with Jack once more. Kate takes out the sniper and informs Jack and Belcheck that Audrey is secure while they raid the ship. Audrey, however, passes away in Kate's arms after a second shooter in the vicinity fires numerous shots. Jack, who is heartbroken by her death, kills Cheng's soldiers and informs Presidents Heller and Wei of Cheng's location. He investigates the legitimacy and murders Cheng right away. As the military retreats, Jack and Belcheck see that Chloe has vanished once more, and Heller is informed that his daughter has passed away. The Russians contact Jack by phone and demand that he surrender himself to them. Twelve hours later, Kate regretfully departs the CIA, and Mark is being investigated for treason for trying to rescue Audrey. As Heller's memories begin to dim, he is left to grieve for his daughter, and despite Heller's pardoning him, Jack unwillingly turns himself in to Russian agents in return for Chloe's release.—shanesimyuen
- We open in East London. Several agent-looking men walk through a crowded area.
At the CIA's London station chief Steve Navarro is coordinating a mission. We see that Kate Morgan is packing up her desk. She's leaving at the end of the week. She's told that a high-value subject has been tracked to London. They wonder if it's related to President Heller being in town.
Back on the street with see agent Erik Ritter leading his team into a building. It turns out the target is none other than Jack Bauer. Jack escapes the building, but chooses to run outside and is eventually grabbed near the river.
President Heller talks with his staff about a close parliamentary vote to extend the US's lease at a base in England. The controversial subject of drones comes up. After the meeting Chief of Staff Boudreau mentions to Heller that he made a mistake in a story he told. Heller tells him "don't worry about me."
Boudreau gets a call from Navarro about Jack. Boudreau says he'd rather turn Jack over to the shadowy "Special Activities" unit and puts those wheels in motion.
Kate tells Navarro the way Jack attempted to escape from the building seems strange to her. She thinks Jack's "up to something."
We see the U.S. drone pilots at work on the base. A pilot named Tanner is told by his superior, Shepherd, that he made a mistake on his previous mission and will not be getting his upcoming leave. Tanner is upset.
Navarro plans to talk to Jack before Special Activities takes over.
Kate asks Erik if she can look at the intercept that brought them Jack. He says she's not cleared for that.
Another agent named Jordan brings Kate the intercept. They realize the tip was a plant.
Navarro sits across from Jack in the interrogation room. He suggests that talking to him is probably Jack's best option, with a Special Activities transfer on the way.
We see that Chloe is already in the custody of Special Activities, and is being tortured.
Boudreau looks through Jack's file. We see that he is married to Audrey Raines.
Boudreau tells his deputy, Clark, that perhaps the best thing for the country is for Jack to disappear. He wants Clark to look into handing him over to the Russians, in part because of what he thinks Jack did to Audrey.
Reed discovers the intercept for Jack came from an internet café three blocks from where they grabbed Jack. Kate thinks Jack may have sent the tip himself.
Kate pulls Navarro out of the interrogation with Jack and tells him what she's learned. Word comes that Jack's transfer order has come through. Kate sneaks into the room where Jack is being held and locks the door. Jack doesn't say anything, but his pulse seems to jump when she mentions him being there for someone. Kate tells Navarro she thinks Jack may to be transferred to Special Activities. Navarro takes her credentials and tells her to leave.
Kate takes out the guard who was taking her out and stuffs him in a room. She calls Jordan and asks him to look for anybody in the building who has a history with Jack.
Ritter brings Jack to Special Activities. After Ritter checks in via the video camera, Jack takes out both of the men guarding him. When the Special Activities guy opens the door Jack has a gun on him. He brings Jack to Chloe, who is unconscious. He knocks out the guy and gives Chloe some adrenaline.
At this moment Jordan tells Kate that Chloe is being held with Special Activities on a treason charge. She walks down to Special Activities and sees that Erik is down and Jack is gone. She has Jordan execute a lockdown.
Kate temporarily stops Jack's escape. But he signals to an accomplice on the surface who blows a hole through the roof and allows Jack and Chloe to climb out and get into a waiting truck.
Audrey asks Heller about the mistake he made during the meeting. He admits "it's progressing faster than the doctors thought." He seems to be in the early stages of some type of dementia.
Kate tells Navarro and Erik they have to go through Chloe to find Jack. She asks Navarro to put her in charge of finding them. She reminds him that he dismissed the heads up she tried to give him earlier.
Jack gives Chloe a secure cell phone and drops her off. Once she gets out the other man asks Jack why he didn't just ask Chloe for help.
Someone takes control of Tanner's drone and points it at Shepherd's convoy. Tanner calls to warn Shepherd but he doesn't move in time. A missile explodes into the convoy.
