There is no way that Bill can play high school football 20 years after leaving high school. He is not in school, not maintaining any grade-point average, and therefore is ineligible. He is also past the age of 20, which is the maximum age to play high school sports. But the school board obviously made an exception for him to come back for the one game, so this isn't a goof.
At one point it is mentioned that one of the best football teams in the high schools intentionally flunked history just to get "held back" and to be able to keep playing football.
